Camp sites are not reservable but are only first come first served. Usually in Winter it is not too busy unless there is some event in the area. However, I have only visited the park in the mornings for hiking, so I don't know what it is like later in the day. I would recommend arriving as early as you can, get the site, and then explore Monterey.
