This may be a little off topic but I walk my dogs from Garcia Bend on the bike path towards the water tower 3 to 4 times a week and see plenty of people fishing off the bank on my way. A lot of fishermen seem to leave their trash behind when they leave. If you're fishing in the area, please take all of your garbage back out with you. "Leave no Trace" as the saying goes. Thanks!
Depending on the day and time you may be able to fish near the ramp but their is no dock that extends out from garcia bend, and the ramp is often used to get boats in and out the water. Not much fish right by the ramp area due to high activity either. Better off going down the walk way and making the first right down and itll lead to a sandbar, fishing from their is meh out of hundreds of trips to the sandbar ive landed maybe a handful of keepers but its clean and has very little snags. Keep walking down the sandbar and the bites generally increase. Good luck!

Its a common sense call no boat traffic you can fish boat traffic around no fish
I dont think you can, but their Are many other places. You may have to ge wet.
