Handicap accessible I would say it is, probably be the best seat in the house above the bleachers, all concrete. As far as getting to where the flat concrete is at the bottom of bleachers, I'm really not sure. It would be worth it just going and finding out for ones self. Make sure to bring a pair of clear safety glasses and some ear plugs, tends to get a little dusty and loud from the cars.
