Why has the mail service in my neighborhood become so bad lately odd hours, mail not ever showing up, other people’s mail in my mailbox,and mail being drop out side my mail box on ground!?!?

I'm having exact problem for quite some time without remedy. Useless to call. Get put on hold for over an hour. Leave messages in mail box without remedies. Hoping to speak in person.
