When I went last week I only waited about 10-15 mins for licensing a vehicle. Depends on the time you go. No, they do not pull up PPT records. I had to go to Liberty court house (assessors) to get mine since I Live in Excelsior Springs
I did not make an appointment the day I went last week. I don't know if you can make them or not. When i went there was only about a 10 minute wait to get my vehicle tags. The wait to get drivers license was much longer. I am guessing 45 minutes to an hour wait.
You do not need an appointment.
