True. That's why I keep water in my car. You couldn't know for sure.
I was there last week and a city employee was there. He said the first week of May. Take that with a grain of salt, as I'm sure it depends on weather and temps.
Id have to agree with Dale Kingston
They turn it on in May right after memorial day so they make sure the pipes won't freeze up. Pretty much same time every year. I asked the people who maintain the park.
