Usually they have restrooms that are open whenever the main Pavilion had been rented. Do to some "bad apples" they are usually closed otherwise. Note- there is a porta potty located by the water park.
Yes the restrooms are open to the public. There's no public pool at the park but there's an area where the kids can get wet and play with the water
