Accomodatioons for the handicapped as far as seating. Is it possible to secure a seat where a person owuld no have to use steps, say, forexample the top row seats?

Go to the box office and ask for a ticket in the last row and take the elevator you won't have to walk any steps

Behind the third-base line home plate and first base line. There are seats available with spaces in between them for a wheelchair. Regarding securing those seats you would have to talk to the ticket office about that for more info.
