Okay, I confirmed it in person. No biking allowed, only foot traffic (walking/hiking). It's printed on the welcome sign. However, you can bike at Dyer Park, which is adjacent to Winding Waters and has miles of trails.

Biking is not allowed at Winding Waters Natural Area, but there are several bike trails at the adjacent Dyer Park

Yes and running. They have numerous trails or paves pathways to use that have different mileage associated to them. A great bike path takes around the entire preserve
