If a person is on housing and is staying in a home for two people, but the other person us in a nursing home.. But they are still on the housing program, is that person committing fraud?

The circumstances of 1. The housing assistance afforded to each person or the couple and 2. Whether or not the nursing home situation is temporary or permanent must be addressed by the agency or program providing the housing assistance in order to determine if fraudulent activity is occurring. Also, is the situation being intentionally kept secret from the assisting agency? Intentionally withholding information, changes in circumstances, could be interpreted as fraud.
