The jail turns with a hand crank. The steel bars of the jail are stationary, only the inside turns.. The idea of the jail was to have only one jailer and one matron. By turning the crank the matron could pass a tray thru to each pie shaped cell.
In its earliest years it was motorized but eventually went to a hand crank. When visiting you can see where the hand cranks were.
