You can not have charcoal on the beach, but you can use propane. You can use either at the park, and they have a stationary grill there

I wouldn't see why not as long as you aren't packed in the middle of everyone smoking them out... Brevard county sheriff's and city employees as well as lifeguards are up and down the beach all day, you could easily just ask. They DO have a picnic area with grills already there also.
