The Fairmont Hotel is pet friendly. However your pet must be a service animal to go into the restaurants.
Most establishments are no pets. Service animals only. It's a city/state health code.
I would say no. All the times we have been I've never seen any type of pets. I would definitely call them and ask. They may just allow service animals.
