The dependent ID is all you need.
I am not sure what is required for entrance into the USA facility at RDU, but I would think some type of military ID would work. My camping group (Gold Leaf Sams) has been donating items to them, but the personnel have come to greet us on the outside, and we have not had to go inside.
If you go with your husband you don't need your dependent ID card. He can sign the entire family in. The USO is before security so no one needs a plane ticket.

Was there about 3 months ago and was able to wait there overnight till my flight left the next morning. All i needed was my military ID card. I saw some dependents there too so it is open to everyone.
