No human can know all of the answers.
Have you been to the store? I can't think of any question that could be quickly answered over the phone that is not on the website already.
It would make the products significantly more exspensive ... think of all the staffing across stores, and its less convenient. Just Google search, what you're looking for (for example, book shelf at ikea) and the Ikea Website that shows in the results will not only tell you if the item is in stock at your local ikea, but the Aisle and bin it is sitting in. You can get an answer in the time it takes to dial the store! The Web site has all the info a store rep would have about stock, etc.
That's a great question! I've asked myself. They feel they provide better costumer service with centralized call centers. Which, obviously, for us is obnoxious and not the case.
