If they are not your cats, you cannot turn them in. That's called stealing. I would suggest not leaving trash out where cats, or the multitude of wild animals in the area, can get at it.
Call them and ask what you can do
You'll have to contact them directly. You have to have an appointment to surrender an animal though.
