Yes they sell live bait. Best to be safe and bring some live bait from elsewhere as they run out of live bait from time to time. Or, if you're handy with a bait net, or a Sabiki rig, you can catch your own there as well.
Yes & Yes. I've fished out there my entire life. I'd call ahead to make sure they have enough live bait though, as I have seen them run out before on busy nights. I did just call up there for you just to make sure their hours haven't changed (like the Fort DeSoto fishing piers did some years ago) and the guy confirmed 24/7, 365 😎
