What are the points at P.A.R.C. dispenseries equivalent to or worth?

Their point systems the worst in the valley, comes with stipulations a mile long. You have to be spending 20$ just to use $5. Can't use it on anything that's on sale. I have $50 in credit I'll never use because it's ridiculous.

Basically it is a rebate for 10% of purchase price. One point earned per dollar spent, and every 50 points are worth $5. Must spend at least $20 actual money to use points. Points only good on full price, not sale price.
