I have amassed a collection of Trader Joe's paper bags, and my apartment complex does not recycle. Would Trader Joe's accept them, or should I just throw them out?

You could also drop them off at Publix in the green plastic bag recycle bins in front of their stores. They will put them in their cardboard recycle bin.

Best to call them.

I think you should definitely take the bags to them or any other place for recycling. What about give them a call for asking?

I would take them to Trader Joe's, I am sure they have a place to recycle them . Publix does. I save a couple bags an a reuse them at Trader Joe's and Publix.
