My grandson wants to expand his Lego City cargo train set to include a second oval track. What should I buy for this? Would another train set work? or just more track?

Your best option is to go to the store and and ask the sales person they are very helpful

Just more track. If you buy another set you'll just have extra carriages. However another set of carriages to mix it up might be nice.
