Your best choice if your able to is to link all your tickets with everyone's My Disney Experience app. That way you can use Magic Bands or the new phone based ticket instead of waiting in the lines for physical tickets that can be lost. But if you want the physical ticket to use then any Park Ticket Window, Guest Relations, and Disney Front Desk/Concierge can issue those physical cards.
If you're a Florida resident you better order your tickets online or else you'll be hassled. We had to plea with the supervisor to get in. Didn't say anything of the such on website.
Yes, just head to guest services at will call to the right of the main entrance to EPCOT and they will load your tickets onto a card or magic band. Make sure you have your confirmation email and a form of id. This will help expedite the process.
