Everyone is saying service animals only. There were tons of dogs when we went. Check with Disney if yours is an ESA. People were also using rider swap. Personally, I don't like dogs and they contribute to my anxieties, so I had to up my meds, but this is what I actually saw at Christmas.

Unfortunately no pets in parks or downtown disney. There are a few pet friendly resorts on property. Also Disney Best Friends Pet Resort does overnight and day care staying open one hour after parks close. The Pet Resort is about 4 minutes from Epcot so conveniently located as well.
