Yes, you can go to the Wine and food festival every day! However, you do have to have admission to EPCOT to get in! An annual pass would be your most economical way of doing this plus you have the ability to frequent the other parks as often as you would like!

Yes, you can go every day during the event, but you must have a WDW pass to get into Epcot. Also, tasting the food and wine is not free. If you already have an annual pass, then great. If not, the price to get into Epcot for a 1 day pass is over $100. If you want to go for more than one day, it's better to buy a multi-day pass or an annual pass. After you are inside the park, you can go to the World Showcase and the surrounding areas to sample delicious food and wine. You have to pay for each sample (usually $5-$10 each).
