Should Riverest home owners re-establish a home owner association? To communicate better with the new owners

It may help but a look back to the past nothing was ever done to improve the relations between the owner and resident. They always did what they wanted. We do have a lot of people on #S#S who live here but they raise the lot rent every year which either they pay it or are forced out .These thing add up to put people at odds with owner.They have to pay water , sewer , tax , electric and that's a lot in summer months. Any help owners could help with would be appreciated.The residents don't have a lot if say. Maybe it's time to try a board again.
