What does “all are welcome” mean? For instance are those who are not already Catholic but are thinking of becoming a member welcome to attend, or are people who have fallen away welcomed back, divorced people or LGBT people welcome?

It means exactly that. Our Pastor is amazing..and non catholics and all visitors are welcomed at the beginning of each Mass.
