Yes, we saw a dog there. My nephew wanted to play with him
It is along the sidewalk and parking lot on a corner in the strip mall. It didn't have any "no pet" sign outdoors. Public areas generally don't have a problem but i would suggest sitting in the outter tables by the quiet parking lot area.
