The handicap parking spaces fill up quick, so I would suggest an early visit.
There are handicap parking spaces. No real access to the beach with a wheelchair or Walker. There are sidewalks but those do end.

There are better handicapped beaches (Treasure island on St petes has a great one) that have actual mats as paths to the water edge. As a mobility challenged person I always use satellite view to look at the length to water. Usually spot a path that way too.
