Why am I not able to make appointment by calling the appointment line? Is it due to Gov shutdown?

I need to talk to IRS agent . How can I get an appointment?

Call the number. It gives you an 854 number to call to see what this office can provide you. It's in their phone message. The IRS was opened by the Government shutdown after 30 days so that people could file. There was NO major holdup in the IRS due to the Gov shutdown despite what Social media/MSM said. I know this because our accountant is a best friend of the family.

Need to know what happened with my refund no one seems to pick up or give me a straight answer
