How /where do I report a bad apartment complex, where health issues, safety issues and basic construction issues have not been addressed? How do I resolve the issues legally.?

Code Enforcement would be your best bet. If you are a Housing Authority participant then report it to your case manager immediately

Royal Palm Terrace...worst, overpriced, NON LUXURY apts. Everything us old, run down, broken. Maintenance men, only 2 fir whole complex. Right now 15 a/c units not working...over 2 weeks. I'm waiting for a new fridge 2 months...
