I would think with a small fee, yes. Especially in the clerks office You can go to a bank, realtor office or a UPS store in Johnston County all with a small fee. I know our UPS store charges $5 a signature/ stamp
I don't know if the Clerk will, but if you call the JCC Workforce Development office, they teach notary classes and one of the instructors there can it for you.
