Didn't see any.. Like the previous comment mentions, facilities to leave dogs tied to lamp posts outside are aplenty.
I highly doubt it. Generally I have seen pets tied to leash outside stores in Los Gatos. Not 100% sure if you can bring dogs in the patio area.
