Hagan Park hours will limit access at this point of the trail, but I don't think the trail itself has hours. The rules for the trail state that to bike in the dark you need to have a light that is visible 300 feet ahead and to the sides of the bicycle which suggests to me that they expect riders beyond dawn to dusk park hours.

I do not know about the park trail whether it will be close too on the 4th of july along because the road on Coloma will be close during the 4th of July.
The part of the trail directly behind the park will close at 730pm on the 3rd and 4th..
