Is the covered area first come first serve or is it reservation only?

Both, I believe you can reserve any spot at any public park when available, reservation sign will usually come so many hours before its reserved so if you get there early thinking you got it all day you will get kicked off if reserved, call city parks for all info

It's pretty much first come, first serve.
