Rules say it's not, but people put up canopies & chairs and snacks & drinks w/o a problem. I would say there's no "hardcore" tailgating

A lot of people do.
The venue rules state "no tailgating". However, everytime I've been there, the parking lots have been full of vehicles tailgating hours before the concerts, including myself.
