I dont think the VA does but the you can get a ride through the DAV

They have what's called a DAV transportation program. That will pick up and take Veterans to and from Dr. Appointments. Just talk to the transportation coordinator to schedule in advance

They will help with transportation, contact transportation dept and they will let you know what to do.
