We have a neighbor that just moved in with a 2yr old pit/boxer, they let him out and he just goes all in other people yards, we have a 15 yr old poodle...do we have a right to ask them to leash him or keep him in their fenced back yard?

Please remember as well that you “should NOT feed or give treats to the dog” it teaches him to return in anticipation of more, that it is being rewarded for not staying home.

There is a leash law. Animal control does not use warnings. If they see the dog out they will issue a ticket and impound the dog if no one is there to claim it. If they do not see the did loose, you can sign a ticket but you would have to appear in court. Also if the dog is predominately pit it will have to be removed from the city because they are banned.

Well first of all is against the law they must be on a leash they cannot be loose and not in other people's yard. You can call the non-emergency number and tell the police what they are doing are you can call the pound animal control and they will come out and write them a warning if they get 3 warnings they will take the dog away from that is the law. But I would be nice about it and ask them to please do not do that in put their dog on a leash and if you have a problem that's where I would then go and call the animal control and let them handle it
