It depends on what you are selling. New items generally require a business license to sell but not always. Best to talk to Anthony (the Red haired guy from the Kobey's commercials) If you are a non profit, they will provide you with everything you need for free including the space.
You CAN Do garage sale w/out any sales permit two times a year, just pay kobys spaces from 20, 40, up to a 100 dlls
