Service dogs, but like someone mentioned people are known to put them in their purses. Now a few weeks ago I saw someone with a dog in a stroller.

In 2006 I, my mom and my grandma had her dog with us at the Mall. She was mostly concealed in a purse but still visible. No one tried to kick us out, so I want to say yes, but that was 2006.
