I am perplexed by this question. We have a MASSIVE dining area complete with over 80 seats with gorgeous views of the scenic beauty all around the store. In addition, we have a huge outdoor dining area that is beautiful, if not spectacular with seating for another 30-40. Peet's coffee has 8 tables, and ice cream has 8 high top tables. The center of the store is our retail products. We have more than enough seating.
First two answers, best bet, i personally would not like to sit there too long, you could get diabetes by just looking at the sweets!!! But best thing about this place is CLEAN RESTROOMS! plus good GAS prices compared to the HiWay robbery up on the mountain by before z road? That shell station there is nuts on prices! Plus long line for a dirty small toilet! Eddies is better.
There is great seating with incredible views to the left of the pizza/poke area... can't imagine seating in the center due to the shelves and spacing to browse....
If I were to guess it comes back to their general idea of the flow of people and keeping people moving in and out and not camping out all day. Less seating also means more room for merchandise and goods to sell. Maybe not the best format for the customer but the best format for profits. I don't think there's anything wrong at all with that approach that's just my thoughts.

I would second the posts above, but add to the fact that its like a giant 7/11 convenience store
With so much selection of sweets nothing else makes you want to buy and compare
Because they want you to buy but not sit because you were just in the car and it's ment more for truck drivers
That is a very good question. My thought is with the prices they are charging they want people moving to Buy Buy Buy. But I have to to say the place is very clean and efficiently run.
There is seating on the side, seating in the middle will be very busy, imho
