Not entirely true. Dogs are allowed in the outside area, but not allowed to sit with you. They are allowed to be strapped to a pole away from you. I compare it to an old saloon in cowboy movies. Dogs can be strapped down outside but in eye sight. My dog just cried the entire time. Hope this helps.
