There isn't a dress code. If you eat in the bar you should feel comfortable no matter what you wear. The food's the same. The restaurant is fancier so you might feel more comfortable dressing up. Enjoy!
Typically, it's fairly casual, however, I wouldn't recommend flip flops or shorts for the guys.

Yes and no. They won't seat you if you dress inappropriately. But you can go dressed casually and it's perfectly acceptable
