It will be 2021, or 2022. The terminal at Orlando Airport is already built and completed. Brightline is already using it as office space and paying rent on space.
2020 but expecting delays
On their FAQ page they say construction might take 3 years starting from 2018. Remember they have to build entirely new tracks from Cocoa Beach to Orlando. The project also involves an expansion to the Orlando airport, so a lot of things can affect the deadline.
