Yes! Almost all of the City of Napa has power. Partrick Rd. does not. The upper Valley area/cities are largely without power, but if you're only interested in the Oxbow and Commens area, you will be just fine. Enjoy! Oxbow Commons is more like a park. I haven't seen any outlets, probably because it's part of the flood bypass area.
