They dont get paid enough to care. Just go in and do what you need to do.
Do not expect their service, just walk in, find your own stuffs, wallmart is the worst customer service place in the world.
They usually never do it happened to me too. I had to drive there in order to talk to momone from Wal-Mart but you can call corpirate to report that

The short answer is: They should answer the phone. Each store is different, there are many factors that determine if phone is answered: 1. Does the store have good management? (Efficiency) 2. Have enough employees been hired? (Retention) 3. Did enough employees show up that day? (Morale) 4. What day and time of the day is it? (Peak times) 5. Total population within a certain radius, (busyness of store) Calling during non-peak hours, in a.m., on a weekday will increase odds of answering.
This walmart is hit and miss with calling.
