How can I get some help with my lights and gas I paid my rent but really can't afford to pay any thing else please help

I filled out my application and got confirmation it was completed on October 12th. I still have not heard back? How long did it take to process and funds get distributed to landlord? Is there any updates on my application? Hope to hear back soon thanks!
