If I filed for over 24 weeks, and just got my papers all sent back to me with no response, what should I do? I've been trying to call for a month straight now and can't get a hold of anyone.

Physically go down to the office. There is an individual posted outside that will take your info. Someone will call you within 72 hours of this. The phone lines are a waste of time.

Are you regular unemployment or PUA? Regular unemployment you can put your name on a call back list at the unemployment office and they will call you back. PUA you just have to keep calling. I'm PUA and let me tell you it's the most frustrating thing ever.
