I'm not sure. I've never had a problem with the dog owners and I'm sure there are plenty of beaches that enforce strict leash laws. Some beaches u can camp, some u can't. Some beaches allow horses while others do not
You don't have to have a dog on a leash on oregon beaches if they respond to voice commands
