I called the mall to ask the question. They said puppies are allowed to enter mall as long as they are off the floor. For example as long as they are in your purse or in a stroller they are allowed to enter the mall. Hope this answers to your question.
I haven't seen any on leashes walking but maybe you could bring your puppy if your holding it I don't think it's a big deal you see dogs in every store you go to now
