Yes you can pay cash. But it's never 60 dollars for 2 pair. It all depends on what frames you choose. I bought 2 pair cost me 400 +. It also took three months to finally get 2 pair. They lost first pair.
You can pay cash. I never had trouble with getting my glasses right away. My frames were priced as marked and they have a range of prices, but my exam, contacts, and glasses were very reasonable and i only paid about 280 for everything.
