Is the 72 hour rule still in affect?.. I want to fly san Francisco to Shanghai ... stay just short of 72 hours... and fly on to Ho Chin Ming City ... is the no visa required still in effect?.. thank you ..

Yes, as long as you have a ticket for a transfer flight to Ho Chi Min, you don't need a visa.
